The Victim's Charter: citizens as consumers of criminal justice services
Article Abstract:
Issues discussed concern the impact of the Citizens Charter Initiative and the Victim's Charter on England's criminal justice system, focusing on how these programs characterize citizenship and victimhood in terms of consumer rights. The author argues that the Victim's Charter limits collective action and increases the regulation of criminal justice workers, to the detriment of providing services to offenders.
