The future of labor relations in the federal sector

Article Abstract:

Some 30 years have passed since President Kennedy's executive order on employee-management cooperation in government, and some progress has been made. There has been a definite growth in dispute resolution mechanisms for labor grievances. The Office of Personnel Management publishes and disseminates information on labor-management cooperation in the federal sector and conducts training programs to facilitate this practice. Decisions by the Federal Labor Relations Authority have continued to expand the collective bargaining rights of public employees.

Labor-management cooperation: in need of an implicit or explicit agreement

Article Abstract:

The American system of labor-management relations is in need of reworking to counter aggressive employers, popularity of anti-union consultants and the increase in unfair labor practices of the 1980s. Among the changes should be employer acceptance of labor unions, employee-employer cooperation geared toward common goals. International union staff can counsel local unions just as employers have the benefit of international consultants. Such a spirit of cooperation will increase product quality and productivity, and encourage innovations.

Recognition and revitalization: fundamentals for sustaining change

Article Abstract:

The Ford Motor Co believes in recognition and revitalization as important instruments of transformation. A company can be successful only if it constantly examines itself and attempts improvement. Interpersonal recognition in the work force based on mutual respect plays a significant part in determining employee morale. Revitalization is essential for maintaining employee enthusiasm for an innovative program to effect renewal.
