Two concepts of mediation in the FmHA's farmer-lender mediation program
Article Abstract:
The Dept of Agriculture's Farmers Home Administration, charged with lending farm credit to high risk borrowers, has pursued mediation of farm credit contracts in an attempt to minimize farm foreclosures. Acting under the Agricultural Credit Act of 1987, the Administration has used two types of mediation programs, largely depending on the presence or absence of dispute resolution programs in the state served. A 'broad approach', emphasizing case-specific factors to meet the needs of both the delinquent borrower and the creditor, has proved to be more useful and should be favored over the 'narrow approach', which merely emphasizes Administration buy-outs of private loans and borrower refinancing.

To tell the truth
Article Abstract:
The lawyer representing the plaintiffs in the case against the W.R. Grace Co and Beatrice Foods, on which Jonathan Harr's book "A Civil Action" and a later movie was based, remembers that the truth was, for him, a commodity to be disputed at this time, and that the lawyers were brought in ti help settle the score. Schlichtmann has learned that there are better ways for litigators to arrive at the truth, and has started using non-adverial dispute resolution.

Implementation of the children's health insurance program: HHS, states, and lessons for national health reform
Article Abstract:
The State Children's Health Insurance Program (CHIP), mandated by the Balanced Budget Act of 1997, must be carefully monitored by the Dept of Health and Human Services (HHS) to ensure medical needs of low-income children are met. States are allowed to develop state-specific programs under CHIP. HHS should require all state plans to meet essential needs. Child health programs are often inappropriately modeled after adult programs.
