U.S. seeks market to halt global warming; pollution credits in form of securities on Kyoto agenda
Article Abstract:
Both domestic and international environmental compliance work for lawyers may increase as a result of the Kyoto talks on global warming. The Clinton administration goal at these talks is to return greenhouse gas emissions to their 1990 levels sometimes between 2008 and 2012. Although developing countries' participation in such efforts would be voluntary, the wealthy and industrialized nations would be required to participate. The US proposal contains such methods as trading emissions between companies and earning credits for investments in pollution-reducing technology in developing states. Proposals made my other countries have more modest goals.

An upcoming UN special session will assess the progress of the global agenda for sustainable development adopted at the 1992 UN Conference in Rio
Article Abstract:
A special session of the UN General Assembly in June 1997 will reaffirm the commitments of the United Nations Conference on Environment and Development and recommend priorities for achieving the Agenda 21 goal of sustainable development. The commitments on climate change are among the more controversial Agenda 21 matters to be addressed. Other developments besides the UN special session have given the matter new political immediacy.
