World Bank's standards: an eco authority; the environmental guidelines serve as the model for export credit agencies and are invoked in other banks' loan documents
Article Abstract:
The World Bank, its private lending arms, the International Finance Corp, the US Export-Import Bank and the Oversees Private Investment Corp have developed standards to make sure the projects they make loans on are environmentally safe. Serving initially for the review of projects by appraisers, the guidelines have assumed a broader authority due to the absence of objective, verifiable standards. Member states can make stricter environmental rules if they do not amount to trade protectionism. Detail of the standards is given.

Feds urge businesses to cough up health fraud; but participation in a pilot voluntary disclosure program does not ensure that a provider will avoid severe penalties
Article Abstract:
The US Dept of Health and Human Services Office of the Inspector General is establishing a voluntary fraud disclosure program, but participation will not ensure hospitals and providers of amnesty from penalties. The program is being established to combat Medicare and Medicaid fraud, which may cost as mush as $100 billion per year. The merits of participation are uncertain, and legal counsel and management should work together to determine whether the benefits will outweigh the risks.

Does NEA serve art or public?
Article Abstract:
The mission of the National Endowment for the Arts (NEA) is to support those artists who have yet to win popular acclaim. The organization's former head, John E. Frohnmayer, was wrong to say he had to keep political realities in mind and that this might mean rejecting some funding requests with aesthetic value. His stance weakened the agency, encouraging the demands for more restrictions and exposing him to more attacks from his artist-constituents.
