Yes: forced 'volunteerism' defeats the purpose
Article Abstract:
Public schools that require students to volunteer in the community disserve students, their families, and the community. Volunteerism thrives in the US, but on the strength of individual initiative, not coercion. Forcing students to volunteer is involuntary servitude and intrudes on parental authority. Families, not government bodies, receive constitutional protection of their autonomy. Mandatory service programs also require government officials to decide which organizations and activities deserve credit and which do not.
