Appeals court throws out newsstand regulation
Article Abstract:
The US Court of Appeals for the 7th Circuit struck down in Graff v. City of Chicago a municipal ordinance giving city officials unrestricted power over permits for newsstands. The court held that the city's licensing procedures were a prior restraint on speech and did not allow judicial review of decisions. The court prohibited the enforcement of the ordinance.
