Three journalists arrested, fined by federal officials

Three journalists were fined or arrested by federal agents for activities relating to journalism. Freelance journalist James Sanders has been charged with stealing evidence from the crash site of TWA Flight 800. Photojournalist David Garten was originally fined $117,500 for traveling to Cuba without a license but the fine was reduced to $1,500. National Public Radio correspondent Larry Matthews was indicted for sending and receiving child pornography over the Internet, although he has filed a three-part radio report on the electronic transmission of sexual material and was researching a story on the subject at the time of indictment.

Two circuits uphold federal driver's records law
Article Abstract:
The US Courts of Appeal for the 7th and 10th Circuits sustained the constitutionality of the Driver's Privacy Protection Act. This law seeks to prevent stalking by forbidding state motor vehicle departments from revealing personal information obtained from people who apply for driver's licenses. The holding of these courts conflicts with that of the 4th Circuit, which found the law to violate 10th Amendment state sovereignty.
