Foreign aid and the question of fungibility
Article Abstract:
The impact of foreign assistance in lowering the receiving government's tax effort is studied. The movement of the aid which has been supplied for specified projects is also studied. The fungibility of aid provided for the Dominican Republic which has gone against the donors' wishes is described. Development expenditures are shown to have shifted to debt service and deficit reduction. Aid to Indonesia has, however, generated development expenditures. The general economic situations in the two countries are overviewed to explain the differences in behaviour.

'Father's university.' (Unification Church at Univ of Bridgeportin Connecticut)
Article Abstract:
The Unification Church's Professors World Peace Academy obtained control of Bridgeport's board of trustees in Apr 1992, when the PWPA offered the university $68 million in forgivable loans. The funding gave the PWPA control of 60% of the board and power to approve the university president.
