A satirical explanation of how the Russian democratic capitalist system works is presented. Russian Pres Boris Yeltsin is described as having the power to make and continually reverse decisions, while cabinet ministers have the task of interpreting what Yeltsin's comments and orders mean. The mafia is the only secure career and has the power once enjoyed by the Communist Party.
