At issue: should whistleblowers receive financial rewards for exposing fraud against the government?

Article Abstract:

Some people feel combating fraud in government is an urgent issue, and feel the False Claims Act, dating to the Civil War, helps protect whistleblowers. Others, however, claim the protection already afforded whistleblowers by 45 states erodes the trust and nature of informal communication on which many corporations depend. Whistleblowers risk job loss and personal attacks, but some unethical people have used whistleblowing as a means to become wealthy and famous.
