Supporters of the television program ratings system believe it will aid parents in monitoring what their children watch, especially with the additional rating based on content. However, opponents believe that the system is too complicated to aid parents and that it does not distinguish between bad programming and high-quality programming that addresses those issues. Also, the ratings are for the program in general without regard to the content of specific episodes. Both groups believe that the ultimate monitors are parents.

Will additional federal funding improve foster care?
Article Abstract:
Supporters of foster care reform feel asking the states to have a more active role in child safety will help create permanency in the child-welfare system. Critics of this legislation point to the tradition of child care provided by private, often church, entities that has devolved into state institutions. Increased availability of illegal drugs, the spread of AIDS, and poverty might overcome the increased state aid.
