Containing prison costs through privatization
Article Abstract:
Professor Charles W. Thomas feels that states can cut tremendous costs by privatizing correctional facilities. Thomas, who is the director of the University of Florida's Private Corrections Project, maintains that privatization can save the government 15-25% capital investment and 10-15% in operating costs. Though 14 states have privately operated prisons, others lack the necessary legislation to do so. Professor Thomas also states that the maltreatment of prisoners in private prisons is an exaggerated fear.

Privatization; a global trend
Article Abstract:
Britain has been the leader in privatization since 1979. The sale of 22% of British Telecom for approximately $10 billion is the largest recorded privatization deal. East Germany has given Treuhandanstalt, a holding company, the authority to sell its public companies. Russia has allowed citizens to buy share vouchers in newly privatized industries. Argentina and Mexico are also privatizing basic utilities to decrease their budget deficits. The US has far fewer industries to privatize than other countries.

Does privatization improve service and lower costs?
Article Abstract:
There are two views on promoting privatization to improve service and lower costs. Those in favor of privatization maintain that the private sector's innovations, efficiency and competition improve services at lower costs. Those against privatization, however, claim that the little evidence available shows the same, or even higher, costs in privatization. Reduced costs are only obtained from lower wages and greater use of part-time labor Moreover, the private sector caters to the upper classes only.
