Article Abstract:

Hong Kong's wealthy are increasingly targets of kidnappings and robberies. Although the rich rarely cooperate with law enforcement agencies, bodygaurd and security businesses are booming. Unreliable law enforcement has made the rich relatively easy targets. The police believe that most of the crimes are being committed by lower-level street gangs.
