Quebec sovereigntists claim that the hypothetical withdrawal from Quebec of regions opposed to Quebec independence is counter to international law, and could incite civil war. If Quebec declares independence, the areas most likely to try to remain in Canada include parts of Montreal and Southern Quebec.
