The relationship between Canada and Quebec resembles that of a dysfunctional family with ordinary French- and English-speaking citizens caught in the middle. Three Quebec-born prime ministers have mismanaged the situation by trying to bribe Quebec. A tougher approach is necessary.

A treaty signed with indecent haste
Article Abstract:
The START II treaty signed by Russian Pres Yeltsin and US Pres Bush was done in haste, without considering military and financial concerns of neighboring countries. The US needs to realize that Ukraine should be recognized, especially in light of its relationship with Iran.

Sidewalk vendors are a common sight in Moscow. Previously illegal buying and selling operations that had been hidden are now legal and open. This type of free enterprise shows that the Soviet people are capable of adjusting to capitalism.
