China close to manned spaceflight
Article Abstract:
China, which has a newly constructed launch pad huge enough to accommodate manned spacecraft at Jiuquan in northwestern part of the country, may launch its first unmanned space vehicle as early as spring 2000. Once this effort is realized, China will join Russian and the US as the only countries with the capacity to send humans into orbit. China is reportedly hoping to design a full space program that would call for the designing of a space shuttle-type craft, among others.

Venezuelan voters approve new constitution

Citizens of Venezuela have overwhelmingly approved a new constitution that will eliminate the Senate, give the president broad-ranging powers and enable him to stay in power of rup to 13 years. Venezuela Pres Hugo Chavez said that he will use the public mandate to sponsor a peaceful social revolution to improve the conditions of a country that is oil rich but where 80% of the populace live in poverty. An analysis given to the city's Tax Reform Commission reports that Philadelphia's property-tax-system is directing in favor of middle-class and wealthy homeowners. The analysis stated that the owners of homes that sold for less than $25000 in areas such as North And West Philadelphia paid an average of $110 in taxes.
