Van der Merwe implicated former president P.W. Botha in the 1988 bombing of the headquarters of the South African Council of Churches in Johannesburg, South Africa. Van der Merwe testified before the Archbishop Desmond Tutu's Truth and Reconciliation Commission that Botha had order the bombing.
