Global warming issues were to be discussed at the Kyoto conference where the Asian financial crisis begs questions about who will help play for cleaner air. The Beijing Declaration philosophy, which blames rich nations for the greenhouse effect and insists they help pay, may also obtain support. A small tax may help alleviate the financial dilemma.
