Fliers are lighting up without consequence
Article Abstract:
The Federal Aviation Administration's apparent helplessness in dealing with violations of the no-smoking law on airborne airlines has made smokers bolder in lighting up while in transit. The inconsistent implementation of the law, coupled with lax enforcement on the part of federal authorities are two major factors that have made most smoking incidents go unreported. In addition, reported incidents merit no more than a fine in most cases.
