Government told to save messages sent by computer; historians praise ruling; appeals panel rejects view that White House should decide what can be discarded

A three-judge panel of the United States Court of Appeals for the District of Columbia rules unanimously that the Federal Government must preserve all electronic-mail (E-mail) and other computer-communications records in electronic form, not merely as paper printouts. The case began when the National Security Archive, a private organization, filed suit to prevent the Bush administration from deleting all electronic communications circulated among government officials under Pres Regan from its computer files. After Pres Clinton took office, his administration reaffirmed the Bush position that it had the right to delete computer files at will, but offered to preserve screen dumps of the files. The Court of Appeals has rejected both this position and Clinton's compromise offer, noting that screen dumps do not preserve the identity of message senders and receivers. The ruling does not apply to purely Presidential records, but allows courts to review whether federal electronic records truly belong in this category.

Why we must save cord blood
Article Abstract:
Transplants that use blood from the umbilical cord are becoming more and more popular. Such blood is easier to match than bone marrow and it can be frozen and stored for future emergencies. Currently the procedure is primarily used for young cancer patients who fail to get a donor for a marrow transplant. Only about 100 adult patients have received such transplants.
