Advocates and opponents of the act offer opinions on the constitutionality of the Line Item Veto Act of 1996. The act allows the President to eliminate a single federal spending item in a large appropriations bill. Proponents of the bill believe it is constitutional as the President remains accountable to Congress. Opponents believe it is not constitutional because it allows the President to amend or repeal federal statutes approved in Congress. Article I of the Constitution specifically forbids such executive power.
