Many strange 'emergencies'

Various provisions included in the fiscal year 2006's emergency supplemental-spending bill are reported. The supplemental contains $782 million for military research and development, $700 million for railroad operations, $594 million for highway projects, $4 billion for supposed farm disasters unrelated to Katrina, $150,000 for the Bronx Council of the Arts, $1.8 million to promote art in West Virginia and $500,000 for the Montana World Trade Center.
