Evaluations of the Head Start program's effectiveness invariably involve arguments on services and period of coverage. Specifically, questions on which services the program should provide and the number of years a preschooler should be enrolled in the program fuel debates among supporters. While the Bush administration proposed that one year was sufficient time to give participants time for skill development, program staffers contested that the period may be insufficient. This is supported by several studies which suggest that permanent benefits result from early and extended enrollment.

Early doubts
Article Abstract:
The Westinghouse Report released in 1969 showed that participants in the much-vaunted Head Start program were unable to sustain their intellectual edge over non-participants. As a result, political support for the program was decimated in succeeding years. In spite of this, parents strongly argued against the proposal to discontinue the program and instead demanded involvement in the management of Head Start centers. Subsequent studies supporting the advantage of preschool programs seemingly did not consider that successful preschool facilities evaluated were not part of the program.

Testing theories
Article Abstract:
Future evaluations of the Head Start program's effectiveness may depend on the services it will provide to assist economically disadvantaged children. In a move to address future needs, the Head Start Bureau is undertaking research on the validity of social theories on effective transition from preschool programs to elementary schools. Additionally, it is evaluating the advantages of comprehensive child-development centers, family service centers and family child-care projects for day-care service providers.
