Russian President Vladimir Putin won election in March 2000 with 53 percent of the vote compared to 29 percent for the communist Zyuganov. Putin made clear his refusal to abide any opposition in October 2003, when the government arrested the country's wealthiest and most influential businessman, Mikhail Khodorkovsky, founder of the Yukos oil company.

Russia and the former Soviet Republics: 'Potemkin democracy'
Article Abstract:
Yeltsin presided over tumultuous few years that included face-offs with a strong Communist Party opposition, post-independence elections that produced governments that turned into authoritarian. The transition seemed to produce Potemkin democracies, which are democratic facades masking substantial deficiencies of political or legal rights.

Article Abstract:
Democracy was and continues to be stronger in words than in practice in Russia and other former Soviet Union. In the long run, Russia will be a difficult but stable democracy but much depends on the performance of the new government.
