Lloyd Axworthy has received international acclaim and a high approval rating in Canada for his campaign for a treaty to ban land mines. More than 90 countries will sign the treaty in Dec 1997. Axworthy's next goal is a ban on exports of small arms to unstable regions. His life and career are profiled.

The mainly Hutu residents of the refugee camps along Rwanda's borders with Zaire and Tanzania are resisting efforts to repatriate them, because they fear reprisals by Tutsis. However, some speculate that the Hutu leaders who directed the massacre against Tutsis are using the refugees as buffers.
