Should property owners be compensated when environmental regulations restrict the use of their land?
Article Abstract:
The environmental studies director of the Competitive Enterprise Institute asserts that federal regulatory programs are denying landowners the reasonable use of their land in order to preserve the wetlands and other environmental causes. He believes landowners should be compensated for land restriction. However, the chief of the regulatory branch, U.S. Army Corps of Engineers, counters that most property owners can make economic use of their land under the regulations, but cannot violate the rights of property owners of adjacent properties or disturb the environment.

Should U.S. foreign aid programs place greater emphasis on curbing world population growth?
Article Abstract:
American foreign aid programs could give more attention to controlling world population growth. Proponents of global birth control note that any efforts at helping the world by foreign aid would be offset by skyrocketing populations. Opponents of population programs cite economic growth and industrialization as the best forms of birth control due to their social consequences. Both texts are excerpts from congressional hearings.
