Should the severely mentally ill be given highest priority in treatment?
Article Abstract:
Clinton's proposal to reform health care has stirred debate over the priority treatment of the severely mentally ill. Some claim that existing benefits sufficiently address less debilitating issues like mid-life crises and health care reform should concentrate on those who do not receive coverage such as schizophrenics and manic-depressives. Medical advances have made these illnesses treatable, but insurers still discriminate against them in policies. Others worry that an unhealthy labeling of severe or non-severe will be attached to mental illnesses. They feel that treating only severe cases ignores preventative medicine and places an undue burden on the state.

Libraries struggle over rules on the homeless
Article Abstract:
Richard Kriemer filed and won a case against a New Jersey public library for evicting him because of his body odor and his habit of staring at women library users. An appeals court has since overturned the ruling, but the legal battle provoked discussions on whether a person's rights to receive ideas should prevail over a public library's right to set patron guidelines. The appeals court ruling affirmed the status of libraries as a limited public forum, and as such libraries may set regulations on behavior issues. The Kriemer case involved a behavior issue, not a homelessness issue.
