Conflict over economic development and greenhouse emissions marked the 1997 conference on global warming in Kyoto. Developing countries believe industrialized nations should bear most of the burden, since they have caused the problem. The Kyoto Protocol calls for the United States to reduce greenhouse emissions to seven percent below 1990 levels, or 550 million fewer metric tons by 2012, a reduction of 30%. The European Union and Japan would make similar reductions. President Clinton promises not to submit the treaty until 1999, and will use the interim period to push for concessions favorable to the United States.

Commercial enterprises may come to control space exploration. Ventures are being launched to explore the asteroid belt, construct spaceports in orbit, and explore the moon by private companies. NASA increasingly sees its role as a scientific innovator and will increasingly lease its satellite maintenance operations to private providers. Some analysts feel outer space could produce $120 bil a year by 2000.
