War crimes: should an international court prosecute atrocities?
Article Abstract:
The ethnic cleansing associated with the wars in Bosnia and Rwanda has led to the convening of the first international war crimes tribunal since the criminals of World War II were tried, but some say such tribunals are purely symbolic and may actually hamper the peace making process. Such tribunals, in this case put together by the UN, rely on international laws that are usually ignored during war, and are especially difficult to apply to civil disputes. The history of war crimes, laws and trials is recounted.

Third-party prospects
Article Abstract:
The new Reform Party launched by Ross Perot will probably qualify for the 1996 ballot in all 50 states, but it is unlikely that a third-party candidate could win the upcoming presidential election. More than a third of voters consider themselves independents. Although public support for the two major parties has declined, the Democratic and Republican parties continue to dominate US politics. Third-party candidates face restrictive ballot-access laws and rules that favor the two-party system.
