Belgrade, Yugoslavia, has seen some of the same food shortages and crime waves evident in Croatia and Serbia. In an effort to stop the violence, Yugoslavian Prime Minister Milan Panic says he will run against Slobodan Milosevic for the presidency of Serbia.
