Need - is a consensus possible?
Article Abstract:
The concept of 'need' in relation to the allocation of medical care is analyzed. It is argued that the 'need' for health care refers to the amount or type of care that is essential to eliminate an individual's capacity to benefit from it. However, this definition does not mean that needs should be completely met or that all the needs of individuals should be partially met. Other implications of the abovementioned definition of need are discussed.
