Ancillary services: unanswered questions

Article Abstract:

The Federal Energy Regulatory Commission's final rule on open access transmission services leaves the provision of ancillary services an open question although it mandates the inclusion of six ancillary services in an open transmission tariff. Currently, issues which remain include the need to quantify tradeoffs between costs and reliability as well as tradeoffs between engineering standards and financial incentives in the provision of such services.

1995 rate actions

Article Abstract:

The Edison Electric Institute's Quarterly Rate Action Survey indicated a drop in the dollar amount and number of rate cases filed by shareholder-owned electric utilities with the Federal Energy Regulatory Commission. The survey, which showed that pending rate increases as of year-end 1995 amounted to $1.3 billion, revealed that a similar amount of rate increases and a nearly similar amount of rate decreases was approved in 1995.
