Quantify, quantify
Article Abstract:
Governmental and public affairs departments in electric utilities can measure their economic contribution to their companies via a program called 'Quantifying Impacts' (QI). QI can be used regardless of the utility's specific policies and business strategies. QI can be applied to issues such as legislative initiatives, regulatory reforms and business opportunities. Through the QI process, management can realize the importance of government and public affairs staff to the company's bottom line.

Tied to the tracks
Article Abstract:
The case involving MidAmerican Energy Co and Union Pacific Railroad (UP/SP) underscores the need for Congress to prevent railroad companies from exploiting bottleneck facilities. In the case, MidAmerican Energy Co sued UP/SP after the latter refused to provide a quote for the 90-mile route used by MidAmerican to transport coal to its plant in Iowa. The Surface Transportation Board ruled in favor of UP/SP in Dec 1996. This decision was also upheld by the federal appeal court in Feb 1999.

A growing number of electric utilities are upgrading their distribution systems by installing automation technologies. This approach provides them with a cost-effective approach for improving their competitiveness and offering better services to consumers. It also allows them to maximize the use of existing capacity. Among the various distribution functions which are already being automated are demand-side management, feeder deployment switching and load balancing.
