Space heating redeemed
Article Abstract:
A committee of the Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) lifted a proposed ban on electric resistance space heaters in November 1996. The proposed ban presents a possible revenue loss for electric utilities and applies to a building's envelope, power distribution, water and space heating, air-conditioning, lighting and power management systems. However, the move will not apply to electric furnaces with zone controls and ductwork, electric baseboards, through-the-wall units, electric radiant heat and electric thermal storage systems. Heat pumps are also exempted from the ban.

One win, five principles
Article Abstract:
Shareholder-owned electric utilities lauded the decision by the Senate to drop a provision in the Treasury-Postal Appropriations bill in Jul 1997. The provision would have prevented utilities from delivering energy services to federal government customers, which is allowed under the Energy Policy Act of 1992. Meanwhile, several states are evaluating the five principles identified by Edison Electric Institute that would support the interest of both electric utility shareholders and customers and would serve as a good framework of reference for codes of conduct development.

The National Association of Regulatory Utility Commissioners has evaluated several policy issues regarding the restructuring of the electric utility industry. The issues include opposition to the congressional legislation to use a single federal approach to restructuring, electric utility merger approval standards, environmental impact of the industry and support for the Dept. of Energy's Energy Fitness Program.
