The labeling dilemma
Article Abstract:
Electric retailers are expected to provide the most accurate and complete information top the consumer to protect them from false or misleading advertising claims, as well as allow them to make informed choices. Retailers in some states in the US, such as California, Illinois and Massachusettes, are already being required to provide information to customers under specific conditions in an effort to establish a way that would allow the consumers to compare products and make informed choices. Consumer information is being recommended to focus on price, environmental information, terms and conditions about retail electric offerings.

Zedillo's revolution?
Article Abstract:
Pres Ernesto Zedillo of Mexico has proposed the restructuring of the electric power industry to allow the private sector to participate in power generation and local distribution. Zedillo's proposal comes at a time when annual growth demand for power is predicted at 6%. In addition, Mexico is facing a 13-gigawatt shortfall. However, the proposal would not have a smooth passage given Mexico's earlier privatization experiences under then Pres Carlos Salinas de Gortari. During that time, bids were rigged in favor of the president's friends.

The promise of the ISO
Article Abstract:
The Federal Energy Regulatory Commission (FERC) issued its Notice of Proposed Rulemaking in Mar. 1996, which consequently has affected the drafting of the final rule on comparability and open access. Several electric utilities favor transferring the control of their transmission systems to an independent system operator (ISO). The substantial support for ISO is expected to influence FERC in making the final rule.
