Plans and Practice: The Participants' Views
Article Abstract:
In-depth interviews with local health authorities for two London districts highlight various perspectives on planning and inter-authority collaboration as they affect care for the aged and the mentally handicapped. Interviews were done in 1980, during strained financial times. Perspectives were measured against various models of inter-authority roles. The majority of officers had negative outlooks. Bureaucracy problems were seen as overwhelming. Planning in an era of low resources was not highly regarded. Comparisons between the attitudes of the National Health Service (NHS) personnel and local authority personnel as well as differences in the perspectives of persons in different positions are highlighted. Tables of alternative concepts of the resource allocation process are included. Planning is too limited to the spending of increments in many administrators' minds.

Article Abstract:
The public is seeking a wider choice of food available at leisure venues and to encourage impulse purchases, operators must identify the target audience and display products in direct footfall areas. The products must be easily accessible, and signs, smells and ambience can all be used to initiate the customer demand.
