Building Institutional Capacity for Policy Analysis: An Alternative Approach to Sustainability
Article Abstract:
Often, the project approach to development assistance has been unable to build lasting capacity. This is because of a lack of comprehension of the constraints of capacity development and resulting poor focus of efforts. This problem is exemplified through policy analysis, which demands skills that less developed countries' administrators do not have. This is related to both organizational and structural aspects; a primary problem is personnel constraints. Internal capacity is descreased by such problems; where this is functional, a process capacity approach should be used. Process capacity implies that analysis is done by other institutions. Increasing process capacity as an adjunct to internal capacity is recommended. The increased requirements of agricultural policy analysis both as to policy dialogue and structural development, which the World Bank focuses on, are highlighted. The most common staff problems are low salaries, fixed staff levels and political defensiveness.
