China opened with no notable reappearance of the virus, after the acute crisis of Severe Acute Respiratory Syndrome (SARS) the previous year, 2004. New leadership of Hu Jintao and Wen Jiabao in the Central Military Commission allowed them to press forward with new policies of 'scientific development'.

Transforming China's urban health-care system
Article Abstract:
The three key areas of the China's urban health-care reforms launched in 1998 namely, the new health-care insurance scheme, the reorganization of health-care institutions, and the new pharmaceutical distribution system, are studied.

The Severe Acute Respiratory Syndrome (SARS) crisis, and Beijing's initial mismanagement of it, isolated China. The SARS crisis received utmost attention with the transition to new political leadership.
