India and the United States: a triumph of hope over experience?
Article Abstract:
The Clinton administration has made significant inroads in improving US-Indian relations, marking a major policy reversal for both nations. Previously, the US and India exercised damage-control policies aimed at deflating periodic diplomatic crises. Such an approach proved both costly and cumbersome for both countries. Confidence-building initiatives, such as those witnessed during the Clinton administration, are more productive. For such efforts to be successful, however, India must not interpret every US gesture of friendship with Pakistan with malice. On the other hand, the US must be vigilant against adopting policies which may have negative connotations for India.
