Is regime change enough for Burma?
Article Abstract:
The US and the European Union employ sanctions to encourage regime change in Burma. Since the policy ignores serious problems of state capacity that impede a transition to democracy and would plague any transitional regime, engagement with the existing regime on issues of state capacity would improve the chances for a transition.

Rethinking the United States's Myanmar policy

An overview of military government in Myanmar followed by a brief survey of global responses to it is presented. Experts suggest that Washington should adopt a more refined approach aimed at strengthening constructive engagement efforts led by Myanmar's neighbors in East and Southeast Asia.
