Japan's decision making under the coalition governments
Article Abstract:
Coalition governments' rule in Japan has resulted in the evolution of the decision-making process in government policies. Hosokawa Morihiro's decision to centralize the process was heavily criticized because of his handling of the tax rate increase. On the other hand, Murayama Tomiichi decentralization of the process which created issue-specific project committees was quite advantageous, but was influential in the rise of non-party leaders. While Hashimoto Ryutaro was able to borrow Tomiichi's project committees, he lost public support as a result of an unpopular cabinet appointment.

Japan's Cabinet Secretariat and its emergence as core executive
Article Abstract:
The Cabinet Secretariat has played an increasingly important role as core executive in Japan's policy-making and is now defined as the final organ of the Japanese government. Many political issues are brought to the secretariat, where they are coordinated and expected to be resolved under the leadership of the Prime Minister and the Chief Cabinet Secretary (CCS).

Japan's shift toward a Westminster system: A structural analysis of the 2005 lower house election and its aftermath
Article Abstract:
The transformation of the Liberal Democratic Party (LDP) into a more centralized and cohesive party and its implications on Japanese politics are structurally analyzed. Japan is expected to move towards a British-style Westminster system of parliamentary democracy due to these changes brought about by the effect of a structural force in Japanese politics.
