The effects of electoral reforms on campaign practices in Japan: putting new wine into old bottles
Article Abstract:
Political reforms that were promised in 1994 in Japan have not materialized for three reasons. Numerous strict campaign regulations continue to exist which make it difficult for candidates to make any general appeal to Japanese voters. The new single-election districts also created opportunities for politicians to switch to other political parties in order to secure nominations in their preferred districts. The new district boundaries separated many candidates from organizations which had previously supported them.
