'Providential' circumstances: the Thuggee campaign of the 1830s and legal innovation
Article Abstract:
The East India Company waged a campaign in the 1830s to punish bands of robbers called thugs or dacoits. A new law was passed to deal with dacoits and thugs due to the communal nature of their criminal activities. The law, Act XXX of 1836, called for punishment of thugs before and after the enactment of the Act and extended the Company's power to punish thugs even in areas beyond the Company's territories. The campaign against thugs and dacoits was a factor in the development of centralized police agencies.
