Article Abstract:
The composition of China's ruling party has changed after the death of Deng Xiaoping and his replacement by Jiang Zemin. Since 1997, it has been filled mostly by technocrats, who are usually engineers and technologists who had handled high industry posts. Their rise to power was largely facilitated by connections to senior leaders and informal social networks and administrative links. They are also perceived as efficient managers.
