The political report to the 8th Congress of the Vietnamese Communist Party: an anatomy of the writing process
Article Abstract:
The Political Report to the National Congress of the Vietnamese Communist Party was marked by bargaining, compromise and extensive redrafting during its formulation. The final document contained the lowest common political interests and the traces of public debate over key concepts, policies and practical approaches to economic development and political stability. The report addressed the importance of implementing the law on cooperatives, the role of the state in mobilizing capital and the need to use various formulas for joint capital sharing between the state and local businessmen.

The significance of local communist forces in post-Tet Vietnam
Article Abstract:
A study was conducted on the Viet Cong (VC) activities in the post-Tet 1968 period to determine the significance of the role of the VC during the fall of Saigon in 1975 to the 1968 Tet offensive. Historical evidences showed that the VCs were involved in several military activities after the Tet, indicating the they were not eliminated in 1968. Some of these evidences are the implementation of the Phoenix Program from 1968 to 1972 and events in the Ben Tre Province at the start of the Tet.
