Unconventional politics: the campaign for a balanced-budget amendment constitutional convention in the 1970s

Article Abstract:

The campaign by states for a constitutional amendment to balance federal budgets in the 1970s was a direct challenge to conventional politics. State officials sought a constitutional convention to express their lack of trust in the federal government in managing public finances. Proponents of a constitutional convention argued that a balanced-budget amendment would symbolize the American people's ability to regain control of their government at a time of national crisis, which in this case referred to budget deficits. They also viewed balanced budgets as a representation of self-discipline and efficiency in government and budget deficits as spendthrift habits, waste and civic decline. Although the balanced-budget campaign lost relevance at the state level, it nevertheless left an indelible mark in American politics.

The article examines the new changes and developments in the 1991 Bulgarian constitution. The Bulgarian constitutional reform has adopted a gradualist approach and has been driven by external as well as internal influences.

Russia: regional constitutional justice in the Russian Federation

Article Abstract:

The article examines the different issues related to constitutional justice within the Russian Federation. The constitutional and charter courts at the subject level are discussed and their lack of uniformity is observed.
