Article Abstract:
The National Association of Probation Officers (Napo) has compiled a list of 22 prisoners in Long Lartin prison who may be victims of miscarriages of justice. Long Lartin is a typical dispersal prison of about 400 long-term prisoners in Hereford and Worcester. Napo compiled a dossier to support the establishment of an independent commission for investigating miscarriages of justice. Home Office powers of investigating claims of justice are inadequate: under 10% of appeals are successful.

In Benwell, Newcastle upon Tyne, England unemployment is 32.1 % and in West City it is 58.6%. Three generations have been unemployed there. Poverty causes malnutrition and parental stress gives children behavioural problems. Scrap metal and roof tiles have been stripped from houses in the Scotswood council estate. It is impossible to get insurance in the area because of crime. Peer group pressure provides the sense of belonging which jobs usually provide.
