From private to public sector

Article Abstract:

Employees notice that the private sector has more clearly defined objectives and clear accountability than the civil service or local government. Negotiating skills are essential because of the political aspect and the difficulty of measuring performance. Secondments and transfer of staff are common, although more people go from the public to the private sector. In the public sector tasks are achieved without the confusion of the private sector. Quality staff with business acumen are found in the public sector.

It's the way you say it that counts

Article Abstract:

Public service managers run organisations similar to large companies but they need to add political awareness to their management skills, while being apolitical. They need to understand the political process by putting themselves in the elected member's place and to handle the uncertainty which affects management decisions. Clear concise advice to the elected members is appreciated. Good communication skills, process and the requirement to fulfil multiple objectives are important.
