Mogadishu, Somalia has been without power for over a year, buildings have been destroyed and vehicles are in scrap condition. Homes are protected by steel doors. Mogadishu leaders General Mohammed Farah Aideed and Ali Mahdi pledged to surrender their weapons. Al Itahad, the Islamic fundamentalist movement in Somalia, opposes American 'invasion.' The Islamic aid agency Al Dawa al Islami is connected to it. Mistakes in US plans could provoke discontented Somalis to join the movement.

Today's reluctant imperialists

Aid agencies behave imperialistically in weak African countries as their resources and media relations make them powerful. The amount of famines and wars means that government intervention is needed. Americans are unwilling to intervene because of their Vietnam experience. An American force with a UN mandate brings quick intervention but speedy withdrawal is necessary to avoid an imperial role. The lack of authority and structure in Somalia makes this difficult.

UN Secretary-General Boutros Boutros-Ghali disputes the US forces' role in Somalia. He insists that the US promised to disarm Somalis but the US say they are only protecting relief supplies. The operation commander General Robert Johnston aims to minimise the danger to his troops, so he adopts the principle that any armed Somali is hostile. By Jan 1993 international forces should be providing armed escort to food supplies in famine areas.
